Secret - Water Bombs

A lot of people ask this question so heres how:
Over the road from the Happy Mullet barber shop there is a building with ladders behind it.Climb the ladders and there will be a townie stood there.He asks you to do an errand for him.Accept.You have to throw three water bombs at passers by. Do this and when you complete the errand you unlock the water bombs. You can get these by using a tap or a sink or something.
