How do you get to the gate of the tombtown

I'm COMPLETELY stuck...I've gotten everything I could find in Happily Ever Faster but I can't seem to find a gem to unlock the next level. Would anybody know where that would be? Or how I could get it?

how do i get the power crystal on the ledge in the dark part of happily ever faster?? it is above the mini game and beside the stunt track on the top level.

ive got to the second level of ledges but thn i cnt find anyway to get up to the extra high 1s also how do u get to the mini game guy whos inside cuz hes to high to jump but thr arnt any ledges??? plz help

I can't seem to get to the Minigames guy in Tombtown (the one marked by a red balloon in the bottom right corner; he's up high near the water) or to the costume guy above the first racetrack in tombtown.
Can anyone give a walkthrough to get to these?
