Where can I find all of the Diaramas?

i don't know how to get to the highest teir to get to the gem. can some one give me a walk through from the beginning??? thanks.

I can't seem to get to the Minigames guy in Tombtown (the one marked by a red balloon in the bottom right corner; he's up high near the water) or to the costume guy above the first racetrack in tombtown.
Can anyone give a walkthrough to get to these?
