When in get a clue get the upside downer and before a cutsene turn it and while still falling trigger a cutsene and then you should go onto a roof to get down solid goto the other part of the building and you will fall. quickly get onto the other part and you should be on solid ground
you may be able to get solid by the bridge (not tested) you need to restart the game to play on
