where do i get the fishing net?

Shiramine is the net fishermen

from Shiramine
Talk with Ugetsu after you recruit him.
To find him on your ship he is located on the rear deck.

To get Ugetsu go to a Na-Nal Island Harbor after you get the ship from Obel. Look for him
next to the trade shop.
