Enter the 'perfect traction' code so that your car can bounce. Then get a car and go into the ally across from the Portland hospital. Get some speed and head straight for the building with the garages and bounce (R3). If you timed it right the car will have landed on the roof. There is an ally behind the building with no entrance drive into the ally and you will fly through the ground and land somewhere near the hospital.
