you need to have the ride on water cheat find at cheat codes.com.go to the north west side
of the city dow town.near the ammu-nation store drive down the road to vcr(big
building)and go through the open door.then go up the stairs and there is the heli.

PS.if it isn't there, go back to your car drive away turn back and go back up to the
stairs until you see it.

the heli is everywhere it is on the other side there is one on the police station and when
you have a lot of money you buy a condo over on the other side and go up the stairs and if
it is not up exit and go back hope this helps and that site i put up there has everything

Ok there is no money cheat i think only gta sa has that. There is no jetpacks but still
have helis and that sea plane jetpacks only on sa unless you can mod hope this helps with
further qustions.

I wont be doing any more cheats for this game i just got a ps3 in october of 2011 so i
wont be doing anything else unless they make it for a ps3 the reson why my ps2 is so old
it broke so i got the ps3 sry for this but i may be on gta vice city ps3 so bye everybody.
