turn on the blue eko tap in the upper level where the mayor sends you

First,climb up the tower you fought/fight the 1st boss in,go down the elevator,there will
be three spots to go,go in the one without the door(The middle one)and go get the power
cell,after the scene it will unlock all of the blue Eco vents,go to S-Beach and find the
canon on top of the dark gray tower and find the blue Eco vent,walk in it and quickly walk
in the blue circle and press x and try to land on the next blue circle,try to keep
repeating that.
