can you only complete the eternal levels after all stars are finished? I have star 4 at 1 31 + but i never see where/when the eternal level turns on...

you get eternal when there are little prince angels(thats the best way I can describe them) circling around your katamari(ball) and the stages that get hard to see because you go far out with the camera and it starts to get white are the only ones that you can get eternal
