You are riding the magic carpet in agraba this boss is easy you can only hit him in the head or the body... when you almost got him he will say a weird thing like ablabla weird and funny the easiest thing to kill him is use reaction commands. at the end you will be in a tornado and buildings are flying every wear dodge them and then keep hitting him until he goes down
