You first have to do the first Mafia mission, then you start unlocking items. If they're
hostile towards you, then you can't order anything

i know first you have find cheatcode of unlock all faction
then you unlock but only after some missions .then put
money cheat in faction mode then you can order anything also
in missions except helicopters cant be ordered in some missions.i know all the answers of
question because i had
aldready finished the whole game after killing north korean
general song 100 percent then the whole the game restarts
