Choose from the Main Menu either "Career" or "Arcade."

If you choose the Arcade Mode, your starting location will be random, so just go to the Water Park, then go to the intersection where the Freeway/Highway that intersects with an avenue. Make sure you stop your car is parked in the middle of the grass that faces the Freeway sign that says "Marine Base" & "Downtown."

From there, drive down the boardwalk type area where there is an opening in between the Freeway. After driving through that, you will reach a road where you will drive straight to a ramp which leads up to the deck of the aircraft carrier. The ramp is on the right side, so be ready. The Career Mode is much easier to do since you start at that intersection where the freeway and avenue intersect, so all you have to do is drive down the boardwalk, straight down the street, and then up the ramp that is on the right side.
