I unlocked the green beast 1st hockage 2nd hockage and some other characters that are NOT unlocked by playing ultimate contest or hero history. What i did was i went to the break room and i played all the games and then everyone was unlocked. it may not work if u dont't try. i did this and i got all of them!.
