Enable the Gnome cheat ( R2 L1 R1 L2 left O You must do this fast) and outside your Sims house you should see a blue gnome next to your mailbox.
Pause the game and enter the following codes:

Get Cash 10, 000 Simoleons --> L1 R2 right square L3 (Click down the left analog stick)
All Motives Raised --> L2 R1 left O up
Unlock everything --> L2 R2 up triangle L3
Locations on vehicle (Only on Bust Out mode) --> R2 R3 L3 L2 R1 L1
Socials Unlocked --> L1 R1 down X L3 R3
Clothing unlocked --> L1 R2 X O up
