You know where the bird that blocks the gate on left, go through the tunnel and where that
bird man is with his pet lizard theres a brown wooden ledge that has a rope swingin
towards it. you need to jump to the ledge then when the rope comes towards you jump onto
it and climb up - it will swing to the ledge on the other side. Its somewhere along that
ledge :) (im sorry if its a bit late and you've already done it)

do that or dive in the water in the council chambers and hit all 3 of the glowing things
up top under the bridges and a chest will come up open it and go unlock the gates under
the entrance in side the building and its there
(it would be best if you spent all ur money b4 doing this because you'll get a lot of
money from the other chest near the last herb and u can only hold up to 400 scarabs until
later
