To unlock various outfits for the rider of your choice, just go into World Circuit Race mode and complete Trick Books by doing the tricks they require. After you complete all the tricks in one book, you will receive a new outfit and be given the next trick book.

To unlock new boards, just go into World Circuit Race mode and after you get past certain events, you will be given a new board.
