When you go up to a turret gun get out your ID scanner or a sniper rifle. Then press triangle and you will be using the weapon's scope for the turret gun.
(note: to zoom the scope you have to exit the gun, activate the scope, zoom it and whilst keeping the scope up press triangle to command the gun again)
