I DONT THINK YOU CAN ARREST GANGS ONLY THE CONEY STALKER BUT IF YOU PLAY AS A RIFF THEY CAN ARREST PEOPLE.

tO PLAY AS A RIFF FOLLOW THESE SIMPLE RULES.

1. SET UP A FIEL ON HARDCORE SOLDIER.

2. USE THE 100 COMELATOIN CHEAT.

3. SET UP A NEW FILE UNLEASH THE RIFFS

i tried typing unleash the riffs but the words dont fit in its impossible

your all wrong you can only play as a Baseball fury not a riff or a cop or a lizzie you can arrest the coney stalker though not gang members or Civillians or other urban Civillians like Coney you cannot play as them ok hope that helped you lot

I dont think you can play as a riff somebody told me you can but you can only play as a fury not a riff i dont think maybe iam correct or incorrect wait until somebody replies they will tell you how to play as aRiff or another gang
