This is what you're doing wrong. You have to talk to a teenager that is alone. Give them a
VIP Pass and you'll have max friendship. Then go to the flirt menu. Start flirting and
soon you'll unlock the Flirt Mini Game and you can build up the romance meter. Then you'll
have a girlfriend/boyfriend. There is also a Matchmake option. You can only do this when
the girl/boy is alone. You can be the girl/boy and give the girl/boy a
girlfriend/boyfriend.

i look at the flirting menu and it doesnt say that game thing... its probably 'cause i've
gotten me and her to max friend and max love so...
