Only mi***es after posting the question I did it. I did the whole thing crouched move but
I had to move fast and precise. Start off by moving backward and to your left down the
little alley. Hide beside the trash and wait for cop to come and leave the alley. When the
cop turns and starts to leave the alley another cop is on his way p***ing the alley you're
in. Hug the wall on the right and head in the direction the cop was coming from but be
careful there is a third cop ahead. He is coming out of another alley. Stop just short of
the alley and wait for him to come out and crouch walk behind him. Get close to him but be
careful not to touch him or get too too close. Now for the tricky part, watch his head.
Wait until he starts to turn his head away from gate and then quickly crouch walk through
the gate and hug the fence on the other side behind him. (This may take a few trys to get
it right but don't give up). A fourth cop is now walking away from the steps in front of
you. Watch the third cop's head for when he starts to look away from the steps and move
quickly to and p*** the steps. Hug the left wall and move up the left side. The fourth cop
will stop at a light pole for a little bit and then he will turn and walk back to the
steps. At this point you want to watch for a fifth cop ahead. You want to carefully cross
to the right side and hug the right wall. Wait for the fifth cop to start walking away and
follow him around and back to left side where the alley with trash can you are looking for
is located. My advise is to look around before you enter the restaurant so you know where
everything is when you exit the restaurant.
