To unlock various cheats, you have to complete many challenges through out the game:

Rifle:
Complete all of the Easter egg mini-games games twice.
Infinite Ammo:
Complete the game on hard difficulty
Power Clothes:
Complete the game on any difficulty with your hat on your head at all times
