You can get the cards by getting three of a kind or you may be able to win them from people.

Level up a Steel Scorpion to Second Lieutenant and put it as your deck leader. Then, level it up to Major and you will have two abilities (increased movement/same type friendlies and open opponent's cards in summoning range) as well as the extra top slot ability.

To find the cards, your deck leader has to have the ability to find cards (Hidden Ability) and you need to have completed both sides of the story.
