Do players have to play through every tutorial to be able to make levels in Create mode?

Yes but no. See, as you run through the 50-some tutorials, those objects/concepts become
available on your Popit menu. If you just jumped in and didn't go through them, you
wouldn't have much to work with. However, there's a handy "unlock all the tutorials"
button that allows you to act like you've seen everything and get to business.
