If you go to the roxey inn,close to sercen and moss rock cavern.there are two people im not sure if its levelled but i found two people, one with ebony armour(missing a shield only)and i think the other one had a ebony claymore.also they are killable so you can take their gear from their corpses.ps you get two quests from the bartender zero visibility and the gravefinders repose
