Justice League Heroes Requests

I'm in the Sub Pens with Flash and GL, and I just got past the fans. I went down and out of the ventilation system, but the room I wind up in is empty except for two submarines and a staircase out - but I can't go up the staircase. I'm stuck, and I don't know what to do! Help!
