Yeah in lv 5 but your rank is not the matter, your skills. I am hr2 now but i still cant
get its hard tail because i also need that for the weapon: Devil Slicer

i already have 2kirin thunder tail its very hard to get,i nedd to repeat kirin quest for
more than 5times to get the tail

you can do it when you are on lv.***** quest on cheiftain. just make an armor with good
defence and high resitance to thunder. you will need a weapon that makes thunder weak
