Unregistered 0 2nd Mission? HELP! (Please?)

I've gotten all the recipes for the 1st mission, as well as the keys, but when I get back
to the colony, the second mission is still locked?
(I used to cheat to get all the recipes though...)
So how do I get to the next mission?
