how do u get past thos stage i cant manage to find the 2 spots to feed the bulwark

does anyone know where the hills of despear is? for a quest

I am stuck at the tower of might cellar stage. I have the key to release the sheriff, but cannot find the sheriff anywhere. The key I have does not want to unlock any of the doors that are still locked. What do I do now???
