Whenever I turn on my Ruby, it says my internal battery has run dry. Why is this and how can I fix it? It was after I beat May in Route 110.

where do you find that one dude that takes away your HM moves like cut,fly,surf,strengt h, and flash from your pokemon?? Because i cant take them away from my Pokemon. I tryed to teach them new TM moves but it just says i cant?!?!? plz help!!!
