No A.R. needed. go to cerulean cave and go as deep you can into the cave and keep running around this place has the best chance of encountering a shiny pokemon. p.s you might have to run around for half an hour but it's worth it cause I encountered a shiny ditto a shiny kadabra and a shiny parasect.
