 Just beat the Welgia storyline (part 1. Part 2 is the ToS) and you can go. I notice that I said ToS. It means Tower of Salvation. Tales of Symphonia is the game, so obliously your always in that storyline.

 Well, with your question, you said WHAT are the devil's arms. They are the weakest, but most dangerous weapons used by Lord Nemblim himself. There also used poorly by Abbyson (yes, poorly. Srry to say that).
