 For any past Legends from older games, you have to Migrate -- this will become available once you finish up the story. As for Giratina, you'll have to go to the Fourth Lake and finish up Turnback Cave. I think there's a requirement for this, but ..

 Search "Pearl Wild Modifier", it's how I got mine. I'd list it, but too many lines, and I'm just another lazyass <3
