 I'm not sure about this but.. You must complete some side quests on previous chapters (completing missions, Having a new dress sphere etc..) Maybe you restart again..

 I already caught one at the dark cave FYI it is damn rare... BTW,are you sure you defeated Red about 900 times??? That takes a a year!!!
