 It evolves when its really attached 2 u......Around level 50-60

 Try a long battle with it and use timer balls..they get better every turn P.S it stop getting better after 40 turns

 Go 2 dewford town change the trendy phrase 2 'Finding Feebas'.....the go 2 the route where u can find feebas.....then go to where the waterfall is and then go in the middle of it and use super rod..then it should be a feebas when u get a bite..gud ..
