 I don't think there's really a trick to it... You need to include a unicorn statue, and if I remember correctly you need quite a bit of nature interest. I really can't think of anything that may be stopping you from building it.

 It doesn't make sense that you aren't finding any if you're on Rocket Reef. All I can say is keep fishing. I'm most successful with getting Rocket Fish when fishing at the fishing spot closest to your ship. Also, you should be able to get Roc..

 As this other person said, you can find them in Spookane. I found my first one in the fishing spot near Morcubus' castle, so you might want to try there. I haven't found any in the swamp.
