 Not all missions have the possibility of air strike. There should be an icon of a copter or planet(whatever) right over the (TL) down left the screen. You'll just have to aim and press up to then see a red laser. So just aim and press X

 I found something similar to get a bear. It didn't work. If you want, I'll try it out but I doubt it will work.
