 you meet cynthia for the 2nd or 3rd time just before fighting the 7th gym which is how you get to them mostly, although if you buy the action replay then you could use the walkthroughwalls code

 you can trade a shiny lugia from crystal/silver to a 3rd generation game and then use the palpark and migrate it into your game other wise you need the action replay

 check out the Darkrai Event codes for the action replay and you will be able to go in there, but only if you havent visited new moon island yet
