 Im in Oreburge city and i need a water pokemon.ive tried manaphy,and finneon both needed alot of exp. i have platinum and its beat so please tell me what pokemon i should get!i can trade because i have 2 ds's. please help!

 i started out with turtwig and got a manaphy but it needed too much exp. so i got a finnion but that is even more exp.im in oreburg city but my brother beat platinum.any suggustions?pokemon or exp.hints im desperite.
