 you have to fish in the river in route 119. feebas can be in any 5 tiles so fish 3 times in all tiles!!!

 when ever you use the item finder if there is an item around the character will turn yowards that direction. by moving in that direction and using the itemfinder again, you can effectively track down any hidden item. hope this helps!!
