 You need what's called the Squirtbottle, which you get from a lady near a house (or inside one) near the Azalea gym. Then use it o the tree and catch Sudowoodo.

 there's two different forms in shoal cave:one in the morning and one at night. in the morning look around the cave for anything blue. those are shoal shells. collect 4 of them (which is all of them) and come out of the cave and wait till night. ..
