 If you mean the one you can ride and fight other dragons with, then yes, the dragon amulet teaches you the dragon language and enables you to talk to it

 Beat the game and then Castle Fairfax is for sale for 1,000,000 coins (SPOILER!!!) After aquiring it your mansion is attacked and the butler leaves, then you go through many puzzles, and at the end are given the option to change gender
