 it will take a long time, sory u could just get it from a gba game go to rt., 204&205 and use pokeradar about a gazillion times (it worked for me)

 there is a galectic guy in pastoria, follow him and he will battle you after a while, then cynthia will appear and give u the potion to cure the psyduck. do the stuff in celestic town and go to hearthome and beat the gym leader there. hearthom..
