The Ranger Net is a series of special missions, each giving you the chance to encounter a rare Pokémon.
In Japan these missions are only available at special events, just as the Pokémon are only available to players of the RPGs at such events, but in the U.S. they are all unlockable.

1) Ranger NetComplete the game’s Story Mode
2) Mission 1: Gain Deoxys’s Trust?!Unlock Ranger Net
3) Mission 2: Rescue Celebi!Complete the Deoxys mission
4) Mission 3: Find Mew, the Mirage!Complete the Celebi mission
5) Password entry featureOn the Ranger Net screen, press R, X, and left (on the D-pad) simultaneously
6) Mission 4: Manaphy egg missionEnter the password, as revealed on the official website (P8M2--9D6F--43H7 for US version)
7) Manaphy Egg Watch/Transfer to Diamond or PearlComplete the Manaphy egg mission
