You can get the balloon man on the following occasions:

Easter and any other following events in your town.

oh....EASTER?!!!?!i have never seen him on easter but on the box of animal crossing lets
go to the city it showes the balloon man but it doesnt say the date:(

its during the summer no chicken legs you can time traville it has to be sunny and most
importintly you cant have more thn on item per day it sucks:(

I think he just comse on a random day, because if you talk to people in the town sometimes
they say "I usually see the balloon man, mabye he's not here." So just go and maybe he'll
be there?

google the first thing that comes up is a dumb video. But I am pretty sure it is random.

i finaly got a balloon...from my cosin she charged me 5,000 for 1 balloon she got for
free! then she said she had even more and she gave me the worst 1!!!

idk but when i make a new character i went 2 th city and phineas [aka balloon man] was
there.

The balloon guy (named "Phineas") comes usually on Sundays, but he can come several days
in a row on random days. He normally comes to the city and he is on the left side of the
fountain. He only comes on sunny days, but sometimes he won't be there on sunny days.
Mostly sunny Sundays, though.

RANDOM DAY usaully sunday.But if started new game (like me) he dosen't come till 2 whole
MONTHS!

i really have not got any idea i got it in decmber and didnt see him till feb so i think
the 2 months thingy is right but i havent seen him atall after that HELPPP

he is in the city on events ok mate

i think he comes on a random day mainly sunny, and kicks is usually in the city at this
time also, if you do want many baloons gather one from each character you have, and give
them to your main character, you can keep doing this and re making new characters untill
you have as many balloons&pinwheels&bubbles as you wish,

The balloon man comes when its dull in your town and sunny
In the city during summer i've met him twice and he was there
He gives you a choice of a holdable item
They are: balloon, bunny balloon(shape of a bunny head)
Pinwheel and a bubble wand. If you have a bubble wand, click
Your character and it will blow bubbles. If you get the pinwheel, run with it in your hand
and it will spin around.
Tip: don't run too fast if you have a balloon or else you
Might trip and your balloon will blow away!

Beware if you have the king tut mask on don't have a ballon out because it is cursed you
will trip over and let go of your ballon!!!

Nope. The balloon man doesn't come on a certain date. He comes randomley.
