Answer-At the last scene u will see guards. some will look differenet 2 the others so
those ones will have hats that flash and press Z 2 pick them up.

Free play mode: Become one of the bad guys and then nock on the door
Story mode: kill one of the bad guys and their hat should be on the ground, pick it up

If you are anything like me you will go around the first three screens forever trying to
get the enemy hat. Turns out to get past the first 3 screens you need to pull the wagon
towards you which will open up an alley. You go through the alley, onto some rooftops,
and eventually get to a point where there is a hatch on a rooftop. You will drop down to
some guards whose hats are gray & short-billed. Those are the hats that you can pick up.
