I am on Star Level 3 and every time I try to move Elmira in the house it does not let me and it is not allowing me to move anyone else in until Elmira is moved in. What do I do next?

I'm at 4 stars and almost at 5. I have everyone moved in and there's no more room in my town. I don't know what to do to get to 5 stars because there's no more that I can do! How do I get to 5 stars??? Please answer!
