the nuclear power plant is not related to education, its the year. i believe the 1960s, but possibly the 1970s. i believe the disease research center is the same way. my edu. never was over 89 and i was able to build it in 1980. the wind powerplant is available in 1985. also, regarding the casino and military base, i believe they are available through the "deals" section of the finance report. in simcity 4 for the pc deals were only offered when you have no money and a negative balance, it might be the same for this game. as far as the space port goes, i can only guess its sometime in the future.
