jigglypuff can be found after you beat the game and returning to the lake or some level
near their and toon link can be found in the forest level after beating tabbu

or 300 battles 4 jiggly silver should be in the game i wish toon link 400 brawls

Well, I figured out how how to get toon link, but I'll get jigglypuff this weekend when
I'm able to play.

Unlocked by Clearing Target Smash Level 3 with All characters.

Hi there! Unfortunately Silver the Hedgehog cant be obtained in the game but he can be as
a Trophy. Jigglypuff can be found in the Subspace Emissary. Before Jigglypuff can be a
playable character you must have done the following: Completed Event Match 20 and Played
350 VS matches. If you think you have done that then prepare to meet Jigglypuff in the
Subspace Emissary.
Toon Link can also be obtained as a playable character. You have to have done the
following: Finished Classic mode as Link AFTER beating Subspace Emissary and played 400 VS
matches. After, like Jigglypuff, meet in Subspace Emissary. Like I said Silver cant be
