you have to get the 60 poe souls then go talk to him.
he become normal and dissappear. now turn around till you're facing south and talk to the
cat. he gives you 200 rupees. and when your short of money just talk to him again for
another 200 rupees (you can talk to him and get 200 rupees infinite times)

Death_shade,you correct(I didn't do the last part.My wallets full and I don't know what to
do with it) but talking to the cat is wrong.The guy turns to normal and when you walk out
and go back in,he is gone and the cat tells you to find him so the cat knows.The first guy
was right,he was in the bar.You go back and the kitty gives you the 200 rupees.

I got the answer.You people out there can put anything you want now so you can get some
points(don't insult or be a d*** head,okay?).
