i can not get the infinite energy to work properly is there something i am doing wrong?

at the quagmire i cannot figure out how to complete my objective of talking to the region warden about the tournament.
i already went to the trap shootng tournament.
where do i find the region warden to move on to the desert to complete my objectives?
